how do i show the form bill on the billing project

i downloaded the biiling project but when i try to open the for
m bill, i get a runtime error '339',component CRYSTL32.OCX or o
ne of its dependencies not correctly registerd :a file missing
or invalid, can you please tell me how i can debug the project
.
